Reopening of Philippine Consulate General in HCMC

photo grabbed from aboutph.com

Since Hanoi is where the seat of government is of Vietnam, the various embassies are there as well.  Early last year, the Philippine Consulate in Ho Chi Minh City closed and it was such a hassle for a lot of Filipinos down South get legal documents, especially passports!  Good to know that the Philippine Embassy finally assigned an Honorary Consul General in HCMC, Ms. Le Thi Phung.

    hello,
there how to apply NBI clearance if im here in vietnam

    dong

    • Lyra says:

Hi Sergio. Here’s what I pulled off from http://www.nbi.gov.ph/faq.htm

Q: For those working/living abroad, especially those applying for permanent residency in a particular country, what are the requirements and steps to be followed if NBI clearance will be required?

A: If previous copy of the NBI clearance certificate is available, send it, together with one latest 2×2 photograph in white background, photocopy/scanned copy of passport, photocopy/scanned copy of two (2) valid I.D.’s and authorization letter for the person whom you authorized to follow-up your application. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.

If previous copy is not available, you may get an application form at the nearest Philippine Consulate Office. Fill-up the form, be fingerprinted (rolled impression) and attach your latest 2X2 photograph in white background, photocopy/scanned copy of passport and two (2) valid I.D.’s. If you are requesting a relative to follow-up your application, attach also an authorization letter. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.

If there is no Philippine Consulate in your area, you can ask your relative in the Philippines to get an application form at the Identification and Records Division, Ground Floor, NBI Main Building, Taft Avenue, Manila. Upon receipt, fill-up the form and ask the assistance of the police agency in your locality to take your fingerprint impressions (rolled impression). Ask the police officer who took your fingerprint impressions to sign the document.

If there is no original renewal certificate and only a photocopy is available. We discourage submission of photocopied certificate, however, if there is no Philippine Consulate near your area of residence,

it will be first authenticated at the EDP Division, Ground Floor, NBI Main Office, Taft Avenue, Manila. Attach all the requirements stated above.

Should you have no relative to send your documents, you can mail it to the NBI Director, National Bureau of Investigation, Taft Avenue, 1000 Manila. Enclose Money Order or Bank Draft equivalent to P200.00 in Philippine currency only payable to the NBI Director.

      Hope this helps. 🙂

  5. Lyra says:

No visa needed for ASEAN countries.

  6. trinidad macapagal says:

hi please send me an email every time have an activities in saigon

  7. Lyra says:

Hi Trinidad! I suggest you email hnpe2000@gmail.com or consular_philembassyhanoi@yahoo.com to include you in their mailing list.

  8. mau says:

How much is the charge for the NBI clearance and how many days? Also I like my diploma and transcript of records in school to be authenticated how much din? thanks

  9. Lyra says:

NBI Clearance if you’re abroad is 200 pesos I believe. I have no idea on authentication of diploma and transcript of records. Are you referring to the red ribbon as authenticated by the DFA? Last I heard it’s 100 pesos per document. Best to contact your school on this.

    Hope this helps.

    • mau says:

Im here in Vietnam, yes it’s the red ribbon.Someone told me that our consulate here are authenticating red ribbon,i just dont know how much.and regarding the NBI how can I get if Im here in Vietnam? Thanks

      • Lyra says:

Please direct your questions to the Philippine Embassy directly: hnpe2000@gmail.com or consular_philembassyhanoi@yahoo.com.

I’m sorry if I don’t have the information on hand as I’ve never processed for the red ribbon here in Vietnam. I’ve had those done in our DFA office in Manila. It cost me PhP 100 per document. I’m sure they have a similar procedure here in Vietnam.

Best to visit the consulate office on their office schedule as mentioned in the blog entry.

  10. Peter says:

I tried to send email from my gmail to your address at philippineconsulate-hcm@fmc.com.vn but it returned with error. Hope you can check your email configuration

  11. Roel A. Patricio says:

Is there a passport renewal servise set up already in the HCM Phil consulate office, we can renew passports there na ba?

  12. Lyra says:

Please re-read this blog entry — yes passports are processed as well on a schedule as announced by the Philippine Embassy. I’ll try as much as I can to post any update on this but better to be included in their mailing list: hnpe2000@gmail.com or consular_philembassyhanoi@yahoo.com.

You can also visit the HCMC office based on their schedule.

  13. Amiel says:

Hi one of my friend told me there a passport renewal servise set up in the HCM Phil consulate office in two days only DEC 3-4?

  14. Glicy Asoy says:

Hello po, Happy New Year.. Ask lng po aku, my friend will visit me here in Saigon this Tet Holiday for 9 days lng, Ano po ba requirements niya para makapasok po dito sa Saigon, Kasi super strict nadaw po yong embassy. I heard about the “Invitation letter”? How to process this letter? and ano pa po mga additional requirements? Please po, Maraming Salamat…

    • Lyra says:

      Hi Glicy!

Since your friend will be staying with you, just give her an invitation letter addressed to the Philippine Immigration stating that you:

      – inviting your friend to stay at your place with specified dates and complete address
      – you will be hosting your friend’s stay

Attach a photocopy of your passport and your Temporary Residence Certificate.

      Hope this helps!

      • Glicy Asoy says:

Thank you po, does it need to have any stamp from Philippine consulate sa invitation letter? Is it okay to send a scan copy of my passport at sa ibang documents?

        Thanks, thanks, thanks,

  15. Lyra says:

Nope. It doesn’t need any stamp from the Philippine Consulate. Yup, a scanned copy of your passport and related documents will do.

    Happy new year!

  16. Glicy Asoy says:

You are so great! Thank you so much po, I hope she can make it. Thank you!
More power and God bless your 2012..

    Happy New year!

  17. Glicy Asoy says:

    Hi again Ms. Lyra,

Before I asked you the other day, I sent already an email to the philippineconsulate-hcm@fmc.com.vn, and they replied.

    Dear Ms. Asoy,

    1. You should prepare an invitation letter that mentioned your name, your passport number, issue date will invite whom (your friend’s name, passport number, issue date) to come to visit you at your apartment in Viet Nam (which address) from when to when and during her/his stay in VN, you will pay responsibility for her/his expenses.
Then, please do not sign the letter in advance, please come to our office and sign in front of us. (2 copies)

    2. Your passport with valid visa (2 copies)

    3. Your working permit or residence card (2 copies).

    4. Apartment rental contract (2 copies)

    5. In case you don’t have residence card, please show us your blue book (residence register book approved by the local police) (2 copies).

It takes 7 days for the processing, and the fee is USD 25.00

I am confused now. Is it really necessary to have it notarize or etc?

    Thanks,
    Glicy

  18. Lyra says:

Well, they’re the authority on the matter.

But from experience, we never had to do this. We just sent an Invitation Letter and we didn’t have to sign it in front of the consul. So far, we’ve have a number of our friends and family visit and stay with us just using our own Invitation Letter. Furthermore, my family visited this Christmas and New Year and we didn’t even give an Invitation Letter.

But better to err in the side of caution.

  19. Glicy Asoy says:

Okay I will follow the same as what you did.. 🙂 Did you send the scan Invitation letter also to your friends? Many thanks po..

  20. Lyra says:

    Yes we did!

  21. Bill L says:

    Dear Ms. Lyra,

I am a US citizen living in HCMC, Vietnam for the past two years. I have been hired to work at a school in Manila. As part of the documentation process, I have to provide a Residency Tax Certificate from Vietnam. Do you have any advice on how to obtain that from the Vietnam Government and then authenticate at the Philippine Consulate in HCMC?

    Thanks!

    • Lyra says:

Hi Bill. Your present company can do it for you. They would have to send a form to Vietnam’s Tax Bureau to make the necessary authentication.

      • Bill L says:

        Thank you Lyra!
You were right! I have been in touch with the schools HR staff and they will provide the form. Now just a matter of getting authenticated!

      • Lyra says:

Hi Bill! Glad that everything worked out! 🙂

  22. cita valiente says:

    Hi!
I want to inquire how to have a police clearance here in vietnam for my canada visa application.

    Thanks,
    Cita

  23. Lyra says:

Hi Cita. You need to have your “blue book” or police clearance book accomplished by your apartment owner. You’d have to provide your passport and apartment contract. Your owner or agent should be able to do this for you.

  24. Juan says:

    Hi Lara,

    Thanks Lara,
    Juan

    • Lyra says:

Hi Juan. As far as I know, it is still the same office. Take note of the office hours. Also, this is not the official embassy in Vietnam. Our consulate is in Hanoi. Therefore, this one in Saigon is just an office of the HONORARY Consul General Ms. Le Thi Phuong. For the requirements and cost, I suggest you email our embassy in Hanoi at hnpe2000@gmail.com.

Also, there is a Consular Mission from Hanoi every 2 months. The next one will probably be this February. The last one was in December 2011.

  25. Bea says:

hi, would you happen to know if they process affidavit of support and consent forms here? i work in a school and have a number of minor children visiting the philippines and they specifically need this form. salamat 🙂

  26. Lyra says:

Hi Bea! I’m sorry but I’m not familiar with the process you are inquiring about. Best to contact the Philippine Embassy in Hanoi. Email them at hnpe2000@gmail.com.

  27. Babel says:

Hi! May I ask if the owner of the apartment where a foreigner is staying was able to register him or include him already on the blue book, how will he be able to get the police clearance? Can we also ask you about processing of visa requirements for Canada here in Vietnam?

    Thank you very much.

    • Lyra says:

The blue book is already the police clearance. For Visa processing, best to let an agency handle for you like Blue Sky.

  28. mau says:

    Hi!
When is the next Consular Mission here in HCMC?

    Thanks

  29. Lyra says:

Hi All! The next consular mission is this April 14 and 15. See the info here. https://hello-saigon.com/2012/02/06/consular-mission-this-april-2012/

  31. leonila nugas says:

Good day Ms. Lyra… I am recently applying for a housing loan in Pag_ibig. I want to inquire if I can have my contract be validated here in ho chi minh phil. consulate? And since I am working at vinh city, is it possible for me to send a representative in my behalf? thank you so much.

  32. Lyra says:

Hi Leonila. I’m sorry but I’m not familiar with such transaction. Best to email them at hnpe2000@gmail.com. Also, get in touch with Pag-Ibig in the Philippines for proper processing.

    • Lyra says:

Hi Leonila. I forwarded your query to a friend from Pag-Ibig. Here’s her reply:

“Yes pwede representative nya ang mag process dito sa Pinas, kung hindi sya makakauwi pa agad and need na nya agad ma file yung housing loan nya..

Usually for OFWs, pagnagbakasyon dito sa Pinas, dun na sinisimulang mag file ng housing loan then mag iiwan ng SPA sa kamaganak who will continue the transaction with Pag-IBIG.

In his/her case, yung SPA nya if sa abroad manggaling dapat may Red Ribbon. Yung contract naman from employer copy lang ang hihingin eh so need for authentication…Then certification of employment with compensation…

Please direct questions kamo to http://www.pagibigfund.gov.ph... we have a section there for OFWs….and FAQs http://www.pagibigfund.gov.ph/faq.aspx.”

      Hope this helps.

  33. liza says:

hello Ms. Lyra! I did ask my brother back in Philippines to process the passport of my children.I called to Philippine consul in Hcmc vietnam and the Vietnamese lady told me how to prepare a power of attorney and that was clear for me.But she has no idea when I asked her about the authenticated affidavit of parent consent.Do I still need this document since Im the one travelling with my Kids when they come here?Thank u so much!

    • Lyra says:

Hi Liza. If you’re traveling with your kids I don’t see why you need an authenticated affidavit of parent consent. You only need that if somebody else will accompany your kids. Best is to just bring their NSO Birth Certificate copies.

  34. mau says:

    Hi there!
Im still on the process of my working permit. My agent told me that I might have a problem with my last name now that I’m married and my last name then when I’m still single.Of course when I’m still single all my school credentials are still my father’s last name and now my passport and my other new credentials are my husband’s last name because I’m already married.
So, what do you think I need to complete my requirements and to prove them that the person in the old redentials and new are the same person?
If I’m going to get my marriage contract in the Philippines it would take a long time to process not includend the certification.

    Is there any way?

    thanks

  35. E.A. Daria says:

    Hi Ms Lyra.
I need to renew my passport as it is nearly full and will expire soon.I contacted the consulate here in HCM and they said that I can come on 14-15 April when they have a consular mission. They said that I must bring my work permit or labor contract. My problem is I do not work here.I live with my Australian boyfriend who supports me.Do I need these documents to get a new passport?

    • Lyra says:

Hi. Are you holding a tourist VISA then? Honestly, I am not sure on how to go about this because if you’re a LEGAL dependent meaning you guys are married, you’d just have to show your partner’s work permit or labor contract. Better to get in touch with the consul directly at hnpe2000@gmail.com. Sorry I can’t be more of help.

  36. vanessa says:

Hi, I’m a Filipino working in Saigon and a temporary residence card holder which would expire soon. Would you know the process on how to renew the temporary residence card?

    • Lyra says:

Hi Vanessa! I’m so sorry but I am not familiar with the process either. We are very much dependent on my husband’s company in processing this. But our requirements include passport, VISA, blue book, and work contract.

  37. dex says:

    hi lyra;

mgkano po bayad sa authentication ng employement contract need ko kc para pg ibig housing loan saka ilan days po before ko makuha? malayo po kc location ko sa ho chi minh.
    Thanks and Godbless

    dexter

    • Lyra says:

Hi Dex! Sorry I have no idea. Best to email hnpe2000@gmail.com. Sumasagot naman sila. Also, they will mail you whatever you need if matagal ang processing. A friend had her passport renewed and it was mailed to her with no problems.

  38. Gabriel20 says:

Hi, itatanong ko lang po kung mag-rerenew ba ng passport kailangan paba ng working permit? paano po kung wala akong working permit? ano po ba ang dapat gawin? salamat.. 🙂

    • Lyra says:

Here are the requirements for renewal of passport:

      – duly accomplished application form
      – photocopies of passport (data page, back page, and visa page)
      – work permit plus one photocopy
      – work contract and one photocopy

    • Lyra says:

Hi Alvin! You have to have your photo taken plusdigital signature so best to process this on your own. You should have visited HCMC last weekend when the consul was here. Email them at hnpe2000@gmail.com for more information. I do not work for the consul so my knowledge on this is limited.

  40. Kristel says:

      Good luck to us!

      • Lyra says:

Hi Mylene. Congratulations on your baby. I have already outlined the process on getting a birth certificate here:
        https://hello-saigon.com/2013/08/12/how-to-get-a-birth-certificate-in-vietnam-a-summary/

        God bless!

  43. Mario says:

    Hi Lyra,

My passport will expire on October 2014.
Do you have any idea if it’s possible to renew it 1 year or more, before the expiration date?
I asked this because my Work Permit (WP) and Temporary Residence Card (TRC) will expire on September 2013. So, if i renew both of them at that time and then a year later my passport changed,
then the consequence is that i will be obliged to redo my WP and TRC again to reflect my new passport number.

Thanks in advance for your help……

    Best regards,
    Mario

  44. Ray says:

    Hi,

Will the Consulate be able to notarize a marriage contract? Can you refer me any contact in the consulate office whom i can talk to.

    Thanks,

    • Lyra says:

Hi! The consulate can “authenticate” your marriage contract. Notarization is done by lawyers. I’m not sure for notarization but if you need one yo might need to have it translated first to Vietnamese then have it notarized.

      Philippine Consulate:
Address: 40-5 Pham Viet Chanh St., Ward 19 Binh Thanh District, Ho Chi Minh City
      Tel. No.: +84835180045 +84835180047
      Email Add: philippineconsulate-hcm@fmc.com.vn
      Office Hours: 8:00 a.m. – 11:30 a.m.
Days Open: Monday, Tuesday, Thursday, and Friday

Notarization at the People Committee Building along Le Duan St. in front of Diamond Plaza.

      • Ray says:

thanks lyra, much appreciated the info..

      • Ray says:

        Hi Lyra,

I was advised that the consulate will only authenticate a marriage contract if it pass through DFA, with red ribbon? Is this true, will the NSO copy of marriage contract will be enough to be authenticated by the consulate?

        Thanks,

  45. Lyra says:

Hi Ray. I haven’t tried having a marriage contract authenticated here without passing through DFA. From experience, yes, we’ve had to have our marriage certificate authenticated (red ribbon) at the DFA in Manila. You can have someone else do this for you — just give your ID and authorization letter.

  46. Aimee J. Nacua says:

    Hello,

Last few months ago that was April 14, I processed my renewal of e-passport. I would like to know when and how i can possibly get my new passport.

Looking forward to hearing from you soon

Thanks and have a nice day
    Aimee

    • Lyra says:

It should be delivered to your address.

      • Aimee J. Nacua says:

Thanks a lot for your quick reply… actually i was expecting for 5 weeks to receive it because they told me so, Until now i haven’t got any information yet.

  47. Lyra says:

Once it’s available, the Hanoi office will contact you through email if you gace it to them and will request for you to send a stamped envelope and minimal fee. To expedite, best to call them.

  48. Aimee J. Nacua says:

HI it’s me again. I would like to know the contact number in Hanoi Embassy if possible… My temporary resident’s visa will be expired this coming August 24, 2012. I really need my new passport so i could able to renew my visa as soon as possible

Thank you and have a nice day.

  49. Hi there. I have this problem regarding my police clearance here in vietnam and my certified diploma. I am applying for a new work permit and the name on both of the said documents are different (my diploma only has my middle initial whereas my police clearance has the full middle name.). I need the consulate to do a certification that the person’s name in both of the documents refer to the same person (me). Will they be able to do it for me?

    • Lyra says:

Yes the consulate can do it for you. They might advice you however to get one first in Manila, then they’ll just authenticate that here in HCMC. But yes, I was able to get a certification that the person in my diploma and that of my other documents are the same person.

  52. Shirly San Juan says:

Hello! I am teaching here in HCMC and I already got my working permit. Is it necessary to get also a residence card? What’s the use of a residence card despite the that I already have the working permit. The Filipinos I know here in HCMC have their residence card. IF I go to the Philippines, is it needed? By the way,is the Philippine Embassy here in HCMC issuing an OCE (Overseas Certificate Employment) or its only in POEA in the Philippines? I am looking forward to hear words from you over this matter. Thank You.

    • Lyra says:

      Hi!

The TRC or temporary residence certificate is basically your visa. I think you still need to get one. My husband who works in HCMC has both the work permit and TRC. The TRC allows you to stay in Vietnam for long periods of time (like a VISA) whilst a Work Permit just allows you to work.

The OEC or Overseas Employment Certificate is issued by POEA. You have to show your work permit and contract to get one.

      Hope this helps!

  53. rene says:

work permit plus 1 photo copy(if this is not available, please bring your original work contract and a photo copy thereof”

iyan po ang complete na naka lagay sa papers nila to be conducted this coming dec. 1 and 2, 2012

hello po.. i just want to ask if i don’t have working permit yet, then i go back to Phil. for vacation this coming Christmas, am i still abe to go back here in VN? if what i only have in my hand is my contract.? Because i am staying here for just more than 4 months only. I planned to get a working permit and residence visa when i go back here. I also planned to get requirements from Phil. if i can go back here after my vacation. ano po ba mga requirements? pede po bang ako na kumuha nun pag uwi ko ng pinas? salamat po.. 🙂

    • Lyra says:

Hi Angel. I don’t know much about your concern but from experience, your company should be able to process your work permit as the permit would require documents from your company too apart from your contract and passport.

In the Philippines, you would be required to get an OEC at POEA where you need to show your contract.

Without a residence certificate, yes, you can still go back to Vietnam after your vacation but you’ll be restricted to the number of days allowed (21 days I think) as stamped by the immigration. You can get a Visa while waiting for your resudence certificate.

      Hope his helps a bit.

Hi Jane. If you check hanoipe.org (the website of the Philippine Embassy in Vietnam), there is no OWWA services listed under Consular Services. So it’s possible that OWWA renewal cannot be done here. You can email hnpe2000@gmail.com to inquire.

Regarding Pag-Ibig, why not ask your relative to pay this for you in the Philippines?

      • jane alvarez says:

Thank you so much Ms.Lyra!yes I will do that, ill ask my relative to pay it for me.Thanks for the info.

Hello Miss Lyra! I just wanted to ask if I go to the Philippines for a vacation in February, it it easy for me to go back here in Ho Chi Minh despite that I don’t have OEC yet? In February there is a long holiday here in Vietnam so I decided to have a vacation sa PInas. Thanks! God Bless!

    • Lyra says:

Hi, you need the TD so that you can go home to the Philippines. It serves as your one-way ticket. Quoting directly from hanoipe.org:

Filipino tourists who lost their passports in Vietnam may be issued a Travel Document (TD) after submission of requirements b, c, and d mentioned above. For TD, the Police Report must be authenticated/acknowledged by the Embassy, since this will be submitted to the Department of Foreign Affairs in Manila as one of the requirements for obtaining a new passport. Hello! I am going to the Philippines in February for just a vacation. It’s just for 2 weeks. How can I get the OEC? When I go back there, will the immigration look for it? How long does it take for the processing of OEC? Why the Philippine Embassy here in Vietnam doesn’t have the issuing of OEC. In Singapore, they have it. How can I get it? Thanks!

  60. Nimpu says:

    Hi,

Why is it that the exchange rate used by the consulate/philippine embassy is vnd 23,000. It is a big insult to those who pay in vietnam dong, it is just like a chinese passport with the disputed island being printed on it and was stamped by the immigration department.

Is this really how the philippine government operates?

  61. She says:

Hello ! The last time you told me that the requirements for OEC are work contract , passport and residence certificate or visa. But I don’t have the residence certificate or visa. I have the working permit. The school told me that they wont give the residence card because I already have the working permit. If it expires after 1 year and I still wanted to teach here they, will renew it. Then, I asked my friends who are working in other countries , they told me that for OEC, I need to give only my passport and work contract. I am really worried because I might not get an OEC in the Philippines when I go there for a vacation. This is my first time to get it.
    Thanks! God Bless!

  62. She says:

Hello There! I really need an answer for my question.I don’t have the residence card and I have only the working permit. I am going to have a vacation in the Philippines this February. I need to secure an OEC but the problem I don’t have the residence visa. Will they allow me only my working permit and work contract?

    • Lyra says:

No need for the residence certificate.

      • She says:

Hello! Are you sure of that? Because the Filipinos who are teaching here in HCMC told me that I should have a residence visa. I am really confused now. I already bought my ticket for my Feb vacation but then I am afraid that the POEA won’t allow me to get an OEC if I don’t hvae the residence visa.

        Thanks!

      • Lyra says:

In my husband’s experience, he never showed the residence certificate. It also says so here: http://www.citizenservices.com.ph/poea/requirements/

It states in bullet 2: re entry visa, work permit OR equivalent document.

It is best to call them up to be sure.

        Hope this helps.

      • She says:

Okay. Thanks! I really wanted to make sure because I am confused now. Some are telling me that I need a residence visa, some are telling me it’s not needed. I am afraid that if I go for a vacation on the Philippines, they won’t allow me to come back here at once,. I have work here and I don;t want to happen that.

Thanks! Merry Christmas! God Bless you and your family!

      • Lyra says:

Hi She. Just a question. Are you a POEA member? I mean prior to going to Vietnam, have you filed an application? You can only get an OEC if you’re already registered. If not, you have to undergo proper procedure complete with medical.

      • She says:

Hello! No, I am not. I went here in Vietnam as tourist for many times because I have Vietnamese friends here. I always come here for a tourist then after 3 months, I go back to the Philippines. But now that I have work here and the school got my working permit. So I am not tourist anymore. It is direct hiring. So if its like this, how can I?

      • Lyra says:

Go to POEA and file your application.

      • She says:

Hello! Oh My! It will take a lot of things for that. I have only few days for my vacation there. If it is direct hiring, what is the procedure?

I am so sad about that.

        Thanks!

      • Lyra says:

Hi. Please check this site which I just found http://poea.gov.ph/ARTA_ISO/ofw_services.html

You know its really best to call them up instead of just listening to other people to ensure you get the requirements right. That includes me. And yes, it will take more than a day to process this since you have to do medical clearance.

    Hi lyra,

I am working as a part time english teacher and planning to have a short vacation in the philippines this coming Feb. My work permit is still being processed or shall i say pending because i need to provide a police criminal certificate here in vietnam since i have been staying for 6 months now. (my NBI certificate was rejected). My question is, if i will have my work permit before feb, can i get an OEC from POEA with the work permit only and a multiple entry visa B3? i have an employment contract but it is stated there that my position is a part time teacher. Would it be honored by POEA as a valid employment contract? I would want to have a TRC once i have the work permit. Please advise. thank you very much.

    Nathan

    • Lyra says:

Hi Nathan. I believe that even with a “part-time” status in your contract doesn’t make your work contract invalid. It is still a job with legal supporting documents. If you’re still worried, best to contact POEA. God bless and happy new year!

Hi Darwin. Two weeks before the consular mission, they will send the schedule. 10 persons per hour. If you don’t receive the schedule, better to call them. For requirements you have to fill out the application for passport renewal which you can download at hanoipe.org. prepare a copy of the front and back (last stamp) of your passport, work permit and contract. Bring the originals.

Hi my daughter now is in the phil for a vacation. She went to PoEA for the balik manggagawa. She had with her the authenticated contract and her passport with visa. Now they want a Certificate of Employment. Is a CoE really needed because the employer of my daughter is out of the country and she said it is hard for her to make and send a CoE. If my daughter cannot have the CoE then OWWA will not give her OEC, so that will be a big problem for her. Her return flight will be on Sept 20.

    • Lyra says:

Hi Florencia. I am sorry but I am not from the POEA. If they require it, then your daughter should comply. I thought the authenticated contract would suffice. Ask the employer to make a COE and send via FedEx or UPS. Ask POEA first if it needs to be authenticated as well.

    • Lyra says:

Hi Florencia again. Please ask your daughter to tell the POEA officer that according to this website: http://bmappointment.poea.gov.ph/, the requirements are the following:

Passport – valid at least 6 months from the date of departure
Valid Work Visa / Work Permit or Equivalent Document
Proof of Employment returning to same employer
(e.g., Employment Contract, Certificate of Employment/Company ID/Pay slip)

The contract should be used in lieu of the COE.

      Good luck.

Are there any requirements needed from her employer to show the immigration why she is flying to SG instead of VN and is her OEC okay in SG? Thanks very much and hope u can help me with this one. Thanks again…

    • Lyra says:

Hi Darwin. You will be informed via email or call that your passport is available. But best if you call the embassy in Hanoi to check if your passport has arrived. It should be available after 6 weeks of your application. You will then be asked if you want it delivered to you. You would have to send money to the Embassy to send you the passport or alternatively, you can wait for the next Consular Mission in HCMC. But if you do, you have to inform the Embassy that you want to pick up the passport in their next visit to HCMC or else, they won’t bring the passport.

      I’ve tried both ways.

Hello! I need your help! My bag was snatched this afternoon and my passport is there. I need to extend my visa before January 27 and I will go to the Philippines on January 26. So what shall I do? Please help me

    • Lyra says:

Apply for a travel document at the Honorary Consulate General and apply for an exit visa at the Immigration Office in HCMC. When you get to Manila just get a new passport.

      • She says:

Hello! But I will just stay in the Philippines for 2 weeks just for TET holiday and I have to come back here on Feb 10 because of my work. I cannot get it here in the Philippine Embassy? Where is that Honorary Consulate? Where will I go first? To the Philippine embassy or on that place?

    • Lyra says:

You cannot extend your Visa without a passport.

      • Lyra says:

Hi She. I’m sorry to hear about what happened but you have to get a new passport. Getting a new passport from Vietnam will take you 6 weeks as this is processed in Manila. Since there’s no consular mission scheduled yet here in the Consular Office in Ho Chi Minh City, you have to go to the Philippine Embassy in Hanoi. Even then, you’d have to wait for 6 weeks.

The Honorary Consulate is the Consular Office at Pham Viet Chanh St., at Binh Thanh District.

I think the best way is to just get a travel document at the Consular Office, apply for an Exit Visa and have your passport processed in Manila where you can expedite processing for 7 days. You say you’d be coming home for 2 weeks, that’s more than enough time.

Hope this helps. But the best way really is just to contact the Consular Office here in Ho Chi Minh City or call up the Philippine Embassy in Hanoi. They are really helpful and answer any of your questions. Go to http://www.hanoipe.org/ for more information.

      • shirley sanjuan says:

        Hello! Thanks!

      • She says:

        Hello Lyra,
I was able to apply for my traveling documents and I will get it on Monday January 20, 2014. Then How many days do you think for getting the exit visa? Okay lang din ba kung through agency ko na lang yung exit visa? If it’s 7 days yung rush ng passport ko sa PInas , how can I get the OEC? magpapaextend din pa ako ng visa ko at wala pa akong visa that time and I have only .2 weeks vacation and I have to go back on Feb. 10.

      • Lyra says:

Hi She. I’m sorry I have no idea how long an Exit Visa processing will take. Getting help from an agency is a good idea. To get your OEC, you need your passport so after getting your passport you have to get a VISA at the Vietnam Embassy in Manila. If I remember correctly, that takes 3 days processing. Then get your OEC. You have to prepare that you may have to extend your stay in Manila.

      • She says:

Thanks Lyra! Oh my! I already bought 2 way ticket from Ho Chi Minh to Manila and Manila to Ho Chi Minh. Is it okay if I just go back to Ho Chi Minh as tourist and get the visa here in Vietnam?

      • Lyra says:

Sounds like a plan. Just dont know the risk ha. Baka tanungin ka sa immigration pa rin. Consider also na huwag na muna umuwi and just process everything from here. Also it wouldnt hurt to call the embassy and ask how the process would be. Good luck!

      • She says:

Hello! If I will not go home paano yung passport ko? at paano ako makakakuha ng visa? Paano ako makakakkuha ng passport? Pasensya na ha ang dami kong tanong. What would be the best way. Actually, even di pa ako na snatch, I was able to buy 2 way ticket na for this TET holiday and I was not expecting that things will be like this. I was able to apply na my traveling documents and tomorrow I will get it and apply naman for my exit visa.

      • Lyra says:

If you stay, you wait it out till March to process your passport or go to Hanoi by train. You can go home naman with the exit visa and travel documents but I’m just being realistic in saying that you have to prepare yourself if your documents dont get prepared in time.

      • She says:

Can I stay here ba in Vietnam even I don’t have passport and visa yet? Pasensya na ha. Sobrang depress na ako.

      • Lyra says:

Ofcourse hindi. That’s why you have to process your passport. You also have to get an Affidavit of Loss to document you’re doing everything you can to remedy this.

      • She says:

what if I am going to apply here my new passport, can I stay here while waiting for my new passport?

      • Lyra says:

Hi She. Here it is. To protect yourself, you have to get a Police Report of Theft and Affidavit of Loss. Those are your proof in case you are questioned why you don’t have a passport. Now, you can go ahead and go home using your travel doc and exit visa. Then process your passport, Visa and OEC. Just have your work contract with you. You should have no problem getting back.

      • She says:

Thanks Miss Lyra! God Bless you!

      • Lyra says:

Even if your VISA hasnt expired you have no proof because thats in your passport.

    Hi Lyra,

    Question:

I will be traveling to the Philippines for a 3 days business trip. My Poea was expired and i dont have time to process it during my stay. I need to be in VN immediately after this trip. Will our good friend immigration allows me to exit?

Any advise on what to do?

    Thanks,

    Ray

    • Lyra says:

Hi Ray. Do you have a Vietnamese Temporary Residence Certificate? But even so, you’d have to update your OEC at the POEA. You have to make time for it.

      • Ray says:

        Hi Lyra,

Yes i do have a TRC. It is such an inconvenience having this POEA thing, it is indeed only in the Philippines.

Will a copy of my business permit allows me to leave the country without the OEC. If not will i be able to process it in the airport upon my arrival. It is also not a good impression having a potential investor to wait at my back processing this OEC thing.

        Thanks,

        Ray

      • Lyra says:

Hi Ray. Getting the OEC will allow you not to pay for your travel tax. If you don’t show your OEC, you have to pay for this at the airport. However, I am still not clear on whether they’d stop you from exiting — am checking on that right now. On the OEC, you’d just have to pay for renewal. It should be painless.

  108. Lyra says:

From readings, the OEC serves as an exit clearance so I think this is mandatory. http://tutuontherun.com/the-overseas-employment-certificate-drama/

Thanks Lyra.. your such a great help..

    Good day Lyra,
I have a job offer there in vietnam and they told me to process my entry visa for 3months or 6months if possible, my question is tatanggapin po ba sa POEA ang ganitong klase ng visa to get an OEC? May contract na din po sa akin na sinend thru email ng aking employer but wala pa pong signature nila, and kailangan po ba na naka red ribbon ang mga documents ko po? Need help po. Thanks!

    • Lyra says:

Hi Jey. You have to have your contract signed.

If I remember correctly, my husband had his contract already and went through the POEA registration process with medical. Then we applied for 1 month VISA at the Vietnam Embassy. When we got here in Vietnam, my husband’s office processed our Temporary Resident Certificate which can be valid anywhere from 1-3 years. Then, when all the papers were finalized, we had the contract processed for Red Ribbon. You can do that from here in the Philippine Consular Office.

      Hope this helps.

      • Jey says:

Thank you for your quick response Ms. Lyra. You are such a big help. But what would you suggest? Do I have to apply for an entry visa first before going to POEA or vice versa? Nakita ko po kasi sa rules nila sa balik manggagawa (although this is my first time pa lang po) na one of the requirements is a valid visa and a signed contract. Thanks again in advance Ms. Lyka!

  116. Lyra says:

Hi Jey. I remember we processed the POEA first before getting the Visa.
