Q: For those working/living abroad, especially those applying for permanent residency in a particular country, what are the requirements and steps to be followed if NBI clearance will be required?
A: If previous copy of the NBI clearance certificate is available, send it, together with one latest 2×2 photograph in white background, photocopy/scanned copy of passport, photocopy/scanned copy of two (2) valid I.D.’s and authorization letter for the person whom you authorized to follow-up your application. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.
If previous copy is not available, you may get an application form at the nearest Philippine Consulate Office. Fill-up the form, be fingerprinted (rolled impression) and attach your latest 2X2 photograph in white background, photocopy/scanned copy of passport and two (2) valid I.D.’s. If you are requesting a relative to follow-up your application, attach also an authorization letter. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.
If there is no Philippine Consulate in your area, you can ask your relative in the Philippines to get an application form at the Identification and Records Division, Ground Floor, NBI Main Building, Taft Avenue, Manila. Upon receipt, fill-up the form and ask the assistance of the police agency in your locality to take your fingerprint impressions (rolled impression). Ask the police officer who took your fingerprint impressions to sign the document.
If there is no original renewal certificate and only a photocopy is available. We discourage submission of photocopied certificate, however, if there is no Philippine Consulate near your area of residence,
it will be first authenticated at the EDP Division, Ground Floor, NBI Main Office, Taft Avenue, Manila. Attach all the requirements stated above.
Should you have no relative to send your documents, you can mail it to the NBI Director, National Bureau of Investigation, Taft Avenue, 1000 Manila. Enclose Money Order or Bank Draft equivalent to P200.00 in Philippine currency only payable to the NBI Director.

NBI Clearance if you’re abroad is 200 pesos I believe. I have no idea on authentication of diploma and transcript of records. Are you referring to the red ribbon as authenticated by the DFA? Last I heard it’s 100 pesos per document. Best to contact your school on this.

I’m sorry if I don’t have the information on hand as I’ve never processed for the red ribbon here in Vietnam. I’ve had those done in our DFA office in Manila. It cost me PhP 100 per document. I’m sure they have a similar procedure here in Vietnam.

Since your friend will be staying with you, just give her an invitation letter addressed to the Philippine Immigration stating that you:
– inviting your friend to stay at your place with specified dates and complete address
– you will be hosting your friend’s stay
Attach a photocopy of your passport and your Temporary Residence Certificate.

Dear Ms. Asoy,
1. You should prepare an invitation letter that mentioned your name, your passport number, issue date will invite whom (your friend’s name, passport number, issue date) to come to visit you at your apartment in Viet Nam (which address) from when to when and during her/his stay in VN, you will pay responsibility for her/his expenses.
Then, please do not sign the letter in advance, please come to our office and sign in front of us. (2 copies)
2. Your passport with valid visa (2 copies)
3. Your working permit or residence card (2 copies).
4. Apartment rental contract (2 copies)
5. In case you don’t have residence card, please show us your blue book (residence register book approved by the local police) (2 copies).
It takes 7 days for the processing, and the fee is USD 25.00

Well, they’re the authority on the matter.
But from experience, we never had to do this. We just sent an Invitation Letter and we didn’t have to sign it in front of the consul. So far, we’ve have a number of our friends and family visit and stay with us just using our own Invitation Letter. Furthermore, my family visited this Christmas and New Year and we didn’t even give an Invitation Letter.
But better to err in the side of caution.

Hi Bill. Your present company can do it for you. They would have to send a form to Vietnam’s Tax Bureau to make the necessary authentication.

Hi Cita. You need to have your “blue book” or police clearance book accomplished by your apartment owner. You’d have to provide your passport and apartment contract. Your owner or agent should be able to do this for you.

Hi Juan. As far as I know, it is still the same office. Take note of the office hours. Also, this is not the official embassy in Vietnam. Our consulate is in Hanoi. Therefore, this one in Saigon is just an office of the HONORARY Consul General Ms. Le Thi Phuong. For the requirements and cost, I suggest you email our embassy in Hanoi at hnpe2000@gmail.com.
Also, there is a Consular Mission from Hanoi every 2 months. The next one will probably be this February. The last one was in December 2011.

Hi Liza. If you’re traveling with your kids I don’t see why you need an authenticated affidavit of parent consent. You only need that if somebody else will accompany your kids. Best is to just bring their NSO Birth Certificate copies.

My agent told me that I might have a problem with my last name now that I’m married and my last name then when I’m still single.Of course when I’m still single all my school credentials are still my father’s last name and now my passport and my other new credentials are my husband’s last name because I’m already married.
So, what do you think I need to complete my requirements and to prove them that the person in the old redentials and new are the same person?

Hi. Getting an NSO Marriage Contract is easy. You can order online and have it delivered to someone in the Philippines and just have the document sent to you. If you are worried about your documents being in 2 different surnames, you’d need the Certificate of One and the Same Person from the Philippine Consulate. Do you have any idea if it’s possible to renew it 1 year or more, before the expiration date?
I asked this because my Work Permit (WP) and Temporary Residence Card (TRC) will expire on September 2013. So, if i renew both of them at that time and then a year later my passport changed,
then the consequence is that i will be obliged to redo my WP and TRC again to reflect my new passport number.

Hi! The consulate can “authenticate” your marriage contract. Notarization is done by lawyers. I’m not sure for notarization but if you need one yo might need to have it translated first to Vietnamese then have it notarized.

Hi Ray. I haven’t tried having a marriage contract authenticated here without passing through DFA. From experience, yes, we’ve had to have our marriage certificate authenticated (red ribbon) at the DFA in Manila. You can have someone else do this for you — just give your ID and authorization letter.

Hi there. I have this problem regarding my police clearance here in vietnam and my certified diploma. I am applying for a new work permit and the name on both of the said documents are different (my diploma only has my middle initial whereas my police clearance has the full middle name.). I need the consulate to do a certification that the person’s name in both of the documents refer to the same person (me). Will they be able to do it for me?
Yes the consulate can do it for you. They might advice you however to get one first in Manila, then they’ll just authenticate that here in HCMC. But yes, I was able to get a certification that the person in my diploma and that of my other documents are the same person.

What’s the use of a residence card despite the that I already have the working permit. The Filipinos I know here in HCMC have their residence card. IF I go to the Philippines, is it needed? The TRC or temporary residence certificate is basically your visa. I think you still need to get one. My husband who works in HCMC has both the work permit and TRC. The TRC allows you to stay in Vietnam for long periods of time (like a VISA) whilst a Work Permit just allows you to work.
The OEC or Overseas Employment Certificate is issued by POEA. You have to show your work permit and contract to get one.

Hi Angel. I don’t know much about your concern but from experience, your company should be able to process your work permit as the permit would require documents from your company too apart from your contract and passport.
In the Philippines, you would be required to get an OEC at POEA where you need to show your contract.
Without a residence certificate, yes, you can still go back to Vietnam after your vacation but you’ll be restricted to the number of days allowed (21 days I think) as stamped by the immigration. You can get a Visa while waiting for your resudence certificate.

Hi Jane. If you check hanoipe.org (the website of the Philippine Embassy in Vietnam), there is no OWWA services listed under Consular Services. So it’s possible that OWWA renewal cannot be done here. You can email hnpe2000@gmail.com to inquire.

Hi She! You just go to the POEA and line up for an OEC. You get that on the same day as long as your documents are complete. I’m sorry I have no idea why this is not available in Vietnam. Kindly direct your questions to the POEA.

The immigration will not look for it. You need it when leaving the Philippines.
You only need to show the OEC to the immigration when you leave Manila.
I’ve been to Manila a month ago.If I were you get your OEC at duty free in paranaque at 10 am (new applicant).less hassle compared to going into their main office.

Why is it that the exchange rate used by the consulate/philippine embassy is vnd 23,000. It is a big insult to those who pay in vietnam dong, it is just like a chinese passport with the disputed island being printed on it and was stamped by the immigration department.

Hello ! The last time you told me that the requirements for OEC are work contract , passport and residence certificate or visa. But I don’t have the residence certificate or visa. I have the working permit. The school told me that they wont give the residence card because I already have the working permit. If it expires after 1 year and I still wanted to teach here they, will renew it. Then, I asked my friends who are working in other countries , they told me that for OEC, I need to give only my passport and work contract. I am really worried because I might not get an OEC in the Philippines when I go there for a vacation.This is my first time to get it.

In my husband’s experience, he never showed the residence certificate. It also says so here: http://www.citizenservices.com.ph/poea/requirements/
It states in bullet 2: re entry visa, work permit OR equivalent document.
It is best to call them up to be sure.

Hi She. Just a question. Are you a POEA member? I mean prior to going to Vietnam, have you filed an application? You can only get an OEC if you’re already registered. If not, you have to undergo proper procedure complete with medical.

Visit http://www.hanoipe.org for the information. For Ho Chi Minh City, it’s at Pham Viet Chanh St in Binh Thanh District open only on Monday, Tuesday, Thursday and Friday on a half day. Also you have to wait for 3 days for you to get your document.

I am working as a part time english teacher and planning to have a short vacation in the philippines this coming Feb. My work permit is still being processed or shall i say pending because i need to provide a police criminal certificate here in vietnam since i have been staying for 6 months now. (my NBI certificate was rejected). My question is, if i will have my work permit before feb, can i get an OEC from POEA with the work permit only and a multiple entry visa B3? i have an employment contract but it is stated there that my position is a part time teacher. Would it be honored by POEA as a valid employment contract? I would want to have a TRC once i have the work permit. Please advise. thank you very much.

Hi Nathan. I believe that even with a “part-time” status in your contract doesn’t make your work contract invalid. It is still a job with legal supporting documents. If you’re still worried, best to contact POEA. God bless and happy new year!

Hi Darwin. Two weeks before the consular mission, they will send the schedule. 10 persons per hour. If you don’t receive the schedule, better to call them. For requirements you have to fill out the application for passport renewal which you can download at hanoipe.org. prepare a copy of the front and back (last stamp) of your passport, work permit and contract. Bring the originals.

Hi my daughter now is in the phil for a vacation. She went to PoEA for the balik manggagawa. She had with her the authenticated contract and her passport with visa. Now they want a Certificate of Employment. Is a CoE really needed because the employer of my daughter is out of the country and she said it is hard for her to make and send a CoE. If my daughter cannot have the CoE then OWWA will not give her OEC, so that will be a big problem for her. Her return flight will be on Sept 20.
Hi Florencia. I am sorry but I am not from the POEA. If they require it, then your daughter should comply. I thought the authenticated contract would suffice. Ask the employer to make a COE and send via FedEx or UPS. Ask POEA first if it needs to be authenticated as well.

Passport – valid at least 6 months from the date of departure
Valid Work Visa / Work Permit or Equivalent Document
Proof of Employment returning to same employer
(e.g., Employment Contract, Certificate of Employment/Company ID/Pay slip)
The contract should be used in lieu of the COE.

She will have her vacation in the Phil in Dec and her employer wants her to fly back to Singapore instead of Vietnam because her employer will give birth in SG by the time she will be back. Hi Darwin. You will be informed via email or call that your passport is available. But best if you call the embassy in Hanoi to check if your passport has arrived. It should be available after 6 weeks of your application. You will then be asked if you want it delivered to you. You would have to send money to the Embassy to send you the passport or alternatively, you can wait for the next Consular Mission in HCMC. But if you do, you have to inform the Embassy that you want to pick up the passport in their next visit to HCMC or else, they won’t bring the passport.

The next mission is on December 14 to 15 in Ho Chi Minh City. To get on the list of people for passport renewal, you have to email hnpe2000@gmail.com or consular_philembassyhanoi@yahoo.com to get a secured slot.
Passport processing takes 6 weeks. If you’re in a rush, you have to go to Hanoi. However, passport processing will still take more or less 6 weeks.

You cannot extend your Visa without a passport.
Hi She. I’m sorry to hear about what happened but you have to get a new passport. Getting a new passport from Vietnam will take you 6 weeks as this is processed in Manila. Since there’s no consular mission scheduled yet here in the Consular Office in Ho Chi Minh City, you have to go to the Philippine Embassy in Hanoi. Even then, you’d have to wait for 6 weeks.
The Honorary Consulate is the Consular Office at Pham Viet Chanh St., at Binh Thanh District.
I think the best way is to just get a travel document at the Consular Office, apply for an Exit Visa and have your passport processed in Manila where you can expedite processing for 7 days. You say you’d be coming home for 2 weeks, that’s more than enough time.

Okay lang din ba kung through agency ko na lang yung exit visa? Hi She. I’m sorry I have no idea how long an Exit Visa processing will take. Getting help from an agency is a good idea. To get your OEC, you need your passport so after getting your passport you have to get a VISA at the Vietnam Embassy in Manila. If I remember correctly, that takes 3 days processing. Then get your OEC. You have to prepare that you may have to extend your stay in Manila.

Sounds like a plan. Just dont know the risk ha. Baka tanungin ka sa immigration pa rin. Consider also na huwag na muna umuwi and just process everything from here. Also it wouldnt hurt to call the embassy and ask how the process would be. Good luck!
Hello! If I will not go home paano yung passport ko? at paano ako makakakuha ng visa? Paano ako makakakkuha ng passport? Pasensya na ha ang dami kong tanong. What would be the best way. Actually, even di pa ako na snatch, I was able to buy 2 way ticket na for this TET holiday and I was not expecting that things will be like this. I was able to apply na my traveling documents and tomorrow I will get it and apply naman for my exit visa.
If you stay, you wait it out till March to process your passport or go to Hanoi by train. You can go home naman with the exit visa and travel documents but I’m just being realistic in saying that you have to prepare yourself if your documents dont get prepared in time.

Ofcourse hindi. That’s why you have to process your passport. You also have to get an Affidavit of Loss to document you’re doing everything you can to remedy this.

Hi She. Here it is. To protect yourself, you have to get a Police Report of Theft and Affidavit of Loss. Those are your proof in case you are questioned why you don’t have a passport. Now, you can go ahead and go home using your travel doc and exit visa. Then process your passport, Visa and OEC. Just have your work contract with you. You should have no problem getting back.

Hi Ray. Do you have a Vietnamese Temporary Residence Certificate? But even so, you’d have to update your OEC at the POEA. You have to make time for it.

Yes i do have a TRC. It is such an inconvenience having this POEA thing, it is indeed only in the Philippines.
Will a copy of my business permit allows me to leave the country without the OEC. If not will i be able to process it in the airport upon my arrival. It is also not a good impression having a potential investor to wait at my back processing this OEC thing.

Hi Ray. Getting the OEC will allow you not to pay for your travel tax. If you don’t show your OEC, you have to pay for this at the airport. However, I am still not clear on whether they’d stop you from exiting — am checking on that right now. On the OEC, you’d just have to pay for renewal. It should be painless.

I need help,,,please ….i got my police clearance before i left HCM in 2009 but since it is expired already and i will be needing a new police clearance for my application as PR here in Canada…My problem is i don’t have any relative or friend that i can authorize and represent for me and i dont have the bluebook and i dont have any idea how to contact the owner pf the apartment where i lived.Is there any possibility of police check renewal? If yes please let me know because it’s really hard for me to obtain a new one..please advice..thank you

Q: For those working/living abroad, especially those applying for permanent residency in a particular country, what are the requirements and steps to be followed if NBI clearance will be required?
A: If previous copy of the NBI clearance certificate is available, send it, together with one latest 2×2 photograph in white background, photocopy/scanned copy of passport, photocopy/scanned copy of two (2) valid I.D.’s and authorization letter for the person whom you authorized to follow-up your application. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.
If previous copy is not available, you may get an application form at the nearest Philippine Consulate Office. Fill-up the form, be fingerprinted (rolled impression) and attach your latest 2X2 photograph in white background, photocopy/scanned copy of passport and two (2) valid I.D.’s. If you are requesting a relative to follow-up your application, attach also an authorization letter. Said documents should be forwarded directly to the NBI Clearance Center, presently located at Victory Central Mall, Caloocan City.
If there is no Philippine Consulate in your area, you can ask your relative in the Philippines to get an application form at the Identification and Records Division, Ground Floor, NBI Main Building, Taft Avenue, Manila. Upon receipt, fill-up the form and ask the assistance of the police agency in your locality to take your fingerprint impressions (rolled impression). Ask the police officer who took your fingerprint impressions to sign the document.
If there is no original renewal certificate and only a photocopy is available. We discourage submission of photocopied certificate, however, if there is no Philippine Consulate near your area of residence,
it will be first authenticated at the EDP Division, Ground Floor, NBI Main Office, Taft Avenue, Manila. Attach all the requirements stated above.
Should you have no relative to send your documents, you can mail it to the NBI Director, National Bureau of Investigation, Taft Avenue, 1000 Manila. Enclose Money Order or Bank Draft equivalent to P200.00 in Philippine currency only payable to the NBI Director.

I have a job offer there in vietnam and they told me to process my entry visa for 3months or 6months if possible, my question is tatanggapin po ba sa POEA ang ganitong klase ng visa to get an OEC? May contract na din po sa akin na sinend thru email ng aking employer but wala pa pong signature nila, and kailangan po ba na naka red ribbon ang mga documents ko po? Need help po. Thanks!
Hi Jey. You have to have your contract signed.
If I remember correctly, my husband had his contract already and went through the POEA registration process with medical. Then we applied for 1 month VISA at the Vietnam Embassy. When we got here in Vietnam, my husband’s office processed our Temporary Resident Certificate which can be valid anywhere from 1-3 years. Then, when all the papers were finalized, we had the contract processed for Red Ribbon. You can do that from here in the Philippine Consular Office.
